Downstairs condo needs separate Heating, Ventilation plus A/C

My Dad recently had a genuinely interesting idea when she decided to separate her condo into two separate living spaces, however she wasn’t occupying the entire to level home, so she decided to transform the basement level into a separate apartment, but i totally agreed with this plan because she could genuinely use some extra income from a renter down there and she would not even miss this extra space, however besides, it gave her something to do.

She quickly transformed the basement into an awesome little condo component and rented it out with no problem; However, the trouble came later on, all Summer she and the renter got along great, when the outdoor climate began to change and it slipped into a cold fall season, the issues started.

Suddenly, her renter realized that it was quite cold in the basement. All Summer long, it had been a godsend that the basement was so naturally cold, so she didn’t need any additional air conditioning system to be comfortable down there. However, when winter season was knocking on her door the space was less than ideal. She was linked to the central boiler, but it wasn’t off setting the inherently cold nature of the basement. She started changing the control component little by little, my Dad realized that it seemed quite moderate upstairs and when she received the next energy bill she understood why. Her renter had been changing the temperature so high that her electricity was quadruple the correct amount, now, my Dad and her renter are at odds over the heating and extravagant electricity, and to me, the solution seems simple. Install a separate Heating, Ventilation plus A/C system or live alone.
